Trooper's Report:

On Sunday, April 28th, 2024, at approximately 10:31 p.m., I was in the area of Interstate 30 East at the River Bridge. I passed a
silver Honda CRV traveling in the #2 traffic lane, bearing Arkansas LPN: AFE 66C. I conducted a National Crime Information
Center (NCIC) query of the license plate and discovered the subject who had been stopped in the vehicle on numerous
occasions had a felony warrant for his arrest out of Jefferson County for Failure to Appear on numerous felony charges.

I slowed to allow the vehicle to pass me, and observed the driver as he did so. The male subject seen driving matched the
physical description of the wanted subject, identified as Brian Payne. The vehicle then took the 141 mile marker exit for
Broadway in North Little Rock. I activated my emergency lighting equipment to conduct a traffic stop on the vehicle. The vehicle
entered the Wendy's parking lot and continued to drive around the business before parking on the far northeast corner of the
parking lot.

I exited my patrol unit and made my way to the passenger side of my vehicle before making an approach to the suspect
vehicle. I then observed the male driver move the vehicle back into drive and the wheels turn to the left. The driver then
accelerated, crossing over a curb and grass median to begin fleeing eastbound onto Broadway. I reentered my patrol vehicle
and notified Troop A Communications that I would be in pursuit. I observed the vehicle accelerate rapidly before slowing once
again to approximately 55 MPH as I was able to catch back up to the vehicle.
I then began positioning my unit on the driver
side to perform a Tactical Vehicle Intervention (TVI). As I began to set up for the TVI, the driver suddenly braked the vehicle,
almost coming to a stop near the intersection of Broadway and Hazel. I then moved my passenger side portion of my number
onto the driver side rear portion of the suspect vehicle to prevent further escape.

The driver of the vehicle, confirmed to be Mr. Brian Payne, was arrested without incident. Mr. Payne advised he ran because
he was aware of his warrant out of Jefferson County. A.C. Lewis Towing was called to take possession of Mr. Payne's vehicle.

Mr. Payne was transported to Baptist Medical Center - Springhill where he was cleared for incarceration. He was then
transported to the Pulaski County Regional Jail where he was charged with the following;

5-54-125(d)(2) 2023 - Fleeing - Vehicle or Conveyance - Exceeding the Speed Limit
27-16-303 - Driving on a Suspended License
27-37-702 - No Seatbelt

Mr. Payne's warrants were confirmed and Jefferson County was advised of his arrest status as PCRJ.
