Driver flees traffic stop because he needs to 💩! Arkansas State Police pursuit and PIT Kia Forte

Trooper's Report:

On October 8th, 2024, at approximately 11:39 A.M. I, Trp. Dairren Evans #573, was stationary at the westbound scale house
on Interstate 40. I observed a black Kia passenger car in the far left lane traveling at a high rate of speed. I used my front radar
to confirm and lock the suspect's speed at 86 in a posted 65 miles per hour zone. I caught up to the suspect vehicle and
activated my emergency equipment initiating a traffic stop and the suspect began to move to the shoulder of the interstate.

I approached the vehicle and delivered my biased free policing statement as well as the reason for the traffic stop. The driver,
Identified as Shirn Raines of Tennessee, presented his Driver's License. Mr. Raines advised he had to use the
bathroom and had to since at least 10 minutes prior to me stopping him. I then returned to my vehicle to check Mr. Raines
through NCIC (National Crime Information Center) but was interrupted as Mr. Raines began to approach my vehicle. I met Mr.
Raines halfway and he demanded I follow him to a gas station. I gave Mr. Raines numerous orders to not leave the traffic stop
and I was not going to follow him to a gas station. At this time Mr. Raines got into his vehicle and fled the traffic stop.

I advised Troop D Dispatch I was in pursuit. The pursuit went on Interstate 40 to the 280 exit onto Martin Luther King Drive. The
suspect had 2 gas stations to the right of this exit ramp that was less than 100 yards but he turned left. On the left side was the
east entrance to Interstate 40 and the south entrance to Interstate 55. That section of MLK is always busy with heavy vehicle
and pedestrian traffic. Due to the danger this pursuit presented to third parties I decided to perform a Tactical Vehicle
Intervention to end the pursuit. Upon performing the TVI the suspect vehicle came to a stop and the driver was taken into
custody. It is important to note that from the original stop time at 11:39 A.M. till arrival at the jail at 11:57 A.M. the suspect was
able to keep from defecating on himself.

Shirn Raines was transported to the Crittenden County Detention Center without further incident.

Shirn Raines was charged with the following:
5-54-125(d)(1): FLEEING - VEHICLE OR CONVEYANCE
27-50-302(a)(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT
27-49-107: FAIL TO OBEY POLICE OFFICER
