Trooper Duncan:

On May 6, 2023, approximately 1:09 am, I observed a black passenger car traveling at a high rate of speed behind me on
Interstate 30 westbound, near Scott Hamilton. The speed limit in this area is 65 mph and this vehicle was traveling 91 mph.

I slowed down and pulled to the shoulder allowing the vehicle to pass me. I initiated a traffic stop on the vehicle, a black Ford
Taurus displaying Missouri GG6A4U, on Scott Hamilton and Interstate 30 westbound. As I exited my vehicle, the driver, later
identified as Kamil Phillips, fled the scene.

A vehicle pursuit ensued north on Scott Hamilton with speeds over 100 mph. Phillips traveled through intersections at speeds
over 100 mph and disregarding all red lights. Phillips traveled north on Scott Hamilton until it dead ends and turned around in a
parking lot now traveling south on Scott Hamilton.

With speeds still over 100 mph, Phillips was now traveling on the wrong side of the roadway and still through red light
intersections with no regard for the public. The pursuit traveled south on Scott Hamilton until Phillips entered onto Interstate 30
westbound.

The pursuit continued Interstate 30 westbound with speeds near 120 mph with Phillips cutting in and out of traffic and driving
extremely reckless. With speeds still over 100 mph, Phillips took the Baseline exit and traveled through the frontage road and
Baseline intersection over 100 mph with several other motorist at this intersection.

Phillips entered back onto Interstate 30 westbound before taking the 128-exit traveling on the frontage road in front of Bass Pro
Shops. With speeds still over 100 mph, Phillips entered back onto Interstate 30 westbound now crossing into Saline County.
With speeds near 120 mph, Phillips was cutting in and out of traffic, passing on the shoulder and driving extremely reckless still
with no regard for the public.

On Interstate 30 westbound near the 124-mile marker in Bryant, I was able to perform a successful Tactical Vehicle
Intervention (TVI) on the suspect vehicle ending the pursuit.
Phillips exited the vehicle and fled on foot to LKQ where he was taken into custody by Bryant Police Department.

Phillips was transported to the Arkansas Heart Hospital where he was quickly cleared and transported to the Saline County Jail.

Phillips was charged with:

27-50-302(a)(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT, 27-16-303: DRIVING ON
SUSPENDED LICENSE, 27-22-104: NO LIABILITY INSURANCE, 5-54-125(d)(2): FLEEING - FELONY - VEHICLE OR
CONVEYANCE - SUBSTANTIAL DANGER OF DEATH FD, 27-51-104: CARELESS AND PROHIBITED DRIVING, 27-51-403:
SIGNALS FOR TURNING, STOPPING, OR DECREASING SPEED REQUIRED, 27-37-702: NO SEATBELT, 27-14-701:
OWNER FAIL TO REGISTER VEHICLE - EXPIRED TAGS, 5-54-125(c): FLEEING - ON FOOT, 27-50-308(b)(1)(B) 1ST:
RECKLESS DRIVING - 1ST, 27-50-302(a)(6): DRIVING THE WRONG WAY ON A ONE-WAY STREET, and 27-52-107: FAIL
TO STOP AT RED LIGHT.
