Trooper's report is very long, here is a brief synopsis:

The blue Scion was seen driving reckless and running other vehicles off the road.

I (Trooper Fortune) utilized a T.V.I. (Tactical Vehicle Intervention) to neutralize the pursued vehicle and arrest the
offender. The suspect vehicle was forced into the grass median, which separates the eastbound and westbound traffic lanes of
I-40. The vehicle was rendered immobile, sitting stationary directly in the middle of the median facing east. I ensured that the
drivers behind me remained as attentive as previously mentioned and initiated a U-turn to travel eastbound on the inside
shoulder of I-40 westbound and into the median to block the driver from any further attempts to flee in his vehicle or on foot. My
patrol vehicle's T.V.I. bar blocked the driver's door of the coupe. At this time, I could see Hardy throw his hands up, appearing
to surrender.

Arkansas State Police Corporal Jerry Oglesby arrived and assisted with a motor vehicle search. The
vehicle had been involved in the commission of several crimes, including felony and misdemeanor. Once Hardy was in the
prisoner section of my patrol car and was within earshot of the fact that he would soon be transported to the hospital and later
to jail, Hardy began to spit and drool over the rear seat of my patrol car. Note that an ambulance had been called through
Arkansas State Police dispatch.

After the video ends, the suspect also resisted arrest. Hardy grabbed my ear protection through the partition on top of my rifle gun lock. He then curled into a
fetal position and lay on the seat holding the item. I stopped the patrol car in a safe area to reposition Hardy in the back seat
and re-buckling the seatbelt. Upon opening the door, Hardy attempted to get out of the back seat and had to be forced back
into the patrol car.

I resumed transport to the hospital, and Hardy can be seen making several attempts to reach for the wires that power and
supply the WatchGuard camera system with audio/video. He detached the wires from the video system.

Charges include:

Felony fleeing
Criminal mischief
Refusal to submit to arrest
Disorderly conduct
Careless driving
No insurance
Improper lane change
Failure to yield to emergency vehicle
Speeding
