PURSUIT of Stolen Chevy Silverado - Suspect refuses commands after PIT Maneuver, gets O.C. SPRAY

Trooper's Narrative:
On 08/17/2023 at approximately 7:28 pm, Troop A Dispatch advised that Little Rock Police Department was in a vehicle pursuit
with a stolen pickup truck on Interstate 630 west at John Barrow and requested State Police assistance. The vehicle was
described as a white Chevrolet Silverado bearing license plate LA C917056.
At approximately 7:31 p.m., I caught up to the pursuit and became the primary unit on Interstate 430 south at the 4mm. At
approximately 7:33 p.m., I performed a T.V.I. on the vehicle at the 2mm. The vehicle then exited the roadway to the west, rolled
down the embankment, and came to a final rest on its driver’s side in the tree line facing west.
Upon approaching the vehicle, the suspect (later identified as Alexx Whittaker) did not comply with
commands to exit the vehicle.
After several commands were given to exit the vehicle, the suspect refused; Trooper Kemp Smith used his baton to break the
rear window to get a better view of the suspect due to the dark tint. After breaking the rear window, several more commands
were given to the suspect, allowing her an opportunity to exit the vehicle. Ms. Whittaker continued to refuse to exit the vehicle.
Trooper Kemp Smith then utilized O.C. Spray in the facial area of the suspect in an attempt to have her exit the vehicle. Ms.
Whittaker still refused to exit the vehicle.
A Little Rock Officer and I entered the vehicle and removed Ms. Whittaker. Ms. Whittaker was taken into custody and placed in
a Little Rock Police Department unit with no further incident.
