Burglary Suspect flees police w/ young child in vehicle - PIT Maneuver on JEEP WRANGLER ends pursuit

Trooper's Narrative:

On Friday, April 12, 2024, I Trooper First Class Dakota Davis was sitting stationary at the red light at the intersection of Dee
Dee Lane and State Highway 31.

Lonoke PD advised they were in pursuit of a black Jeep northbound coming over the 31 overpass. I observed the suspect
vehicle and one Lonoke PD officer. The pursuit drove past me north on Dee Dee Lane, proceeding to make a loop in the
McDonald's parking lot. At this time, I became secondary in the pursuit.
We traveled back onto SH 31 passing over Interstate 40 where I assumed primary in the pursuit. The vehicle turned into the
Exxon gas station at the intersection of SH 31 and Frontage Road. We began to travel back north on SH 31 reaching speeds of
60mph.

At the intersection of SH 31 and Brownsville Loop, I performed a tactical vehicle intervention (TVI) and the vehicle began to
drive down the grass median toward the Interstate 40 westbound traffic lanes. As the vehicle proceeded through the median it
struck a concrete culvert and became disabled.

When I got out with the suspect vehicle, I observed a black female attempting to hide in the culvert. As I approached the
vehicle, I observed a young female, later identified as [REDACTED], exit the driver's side door.

Once the child was away from the suspect, myself and two other Lonoke officers had to wrestle the female to the ground due to
her actively resisting to try and get away from us. While placing the handcuffs on, the female kept trying to place her hands
underneath body. After a brief scuffle, the suspect, Shalonda Barnum, was placed into custody.

Lonoke PD took custody of the suspect and charged her with the following:

Fleeing,
Residential Burglary,
Breaking or Entering,
Criminal Trespassing X2,
Criminal Mischief X2,
Endangering the Welfare of a Minor 1st Degree (Felony),
Failure to Stop at Red Light X2, and
No Child Restraint.

Lonoke PD also took custody of the juvenile and later released her to DHS personnel.
