Kawasaki Motorcycle rider tries to flee from Arkansas State Police - Stops after short pursuit

On Wednesday, April 13, 2023, at approximately 6:51 p.m., I, Sergeant Brandon Bennett, was stationary, observing traffic on
State Highway 18, east of State Highway 151. I observed a green and black motorcycle traveling eastbound, at a high rate of
speed. As I pulled into the traffic lane, the motorcycle began to flee, and continued to accelerate away.

I activated my emergency lights and siren and began to pursue the suspect, later identified as William Green, eastbound on SH
18. I reached speeds up to 128-miles per hour attempting to catch up with Green, all while observing him pass traffic, weaving
in and out of a few vehicles. Green continued to flee eastbound on SH 18, turning north onto SH 137, passing Armorel
Schools. Green then turned left onto CR 198, slowing down to approximately 30-miles per hour, waving his left hand up and
down. Green finally stopped his motorcycle at the intersection of SH 18 and CR 198 and placed both hands in the air.
I exited my patrol unit and began to give Green verbal commands to keep his hands straight up in the air. I instructed Green to
use his foot and put the kick stand down on the motorcycle. Once the stand was down, I grabbed Green’s wrist and assisted
him off of the motorcycle. I ordered Green to the ground, and he stated “no”. I then placed Green on the asphalt and was able
to place him into custody without further incident.

Trooper Thomas Hitchcock arrived on scene and took custody of Green, transporting him to the Mississippi County Detention
Center, where he was charged with the following, fleeing in a vehicle, reckless driving, no motorcycle endorsement, left of
center, no insurance, failure to register a vehicle, improper turn signal, and improper passing.
