Trooper's Report:

On August 23, 2024, at approximately 2126 hours, I observed 2 motorcycles and a charger racing from a stop light eastbound
on Highway 412. One of the motorcycles had its emergency lights on and didn’t have a headlight working. I turned around and
caught up to the motorcycle as they turned northbound on Highway 265.

I observed the motorcycle that didn’t have a headlight working to not have a license plate. I activated my emergency lights to
conduct a traffic stop but the motorcycle accelerated rapidly. I notified dispatch I had a motorcycle running from me northbound
on Highway 265 from Highway 412. The motorcycle began running stop lights and passing vehicles on both sides of the
roadway at 90MPH. Cpt. Chris Goodman was just north of my location and was able to pull out behind the motorcycle. Cpt.
Goodman and the motorcycle were several blocks in front of me.

After several miles and the motorcycle driving very recklessly at speeds of over 100MPH at times, the motorcycle turned down
a county road. Cpt. Chris Goodman advised the motorcycle had reached a dead-end road turned around and was headed back
southbound toward my location. I turned on my forward take-down lights hoping to slow the motorcycle down as it was
approaching me. Due to the motorcycle driving very recklessly and putting the public in danger, I decided to begin to swerve
side to side and try to slow him down to a stop. I slowed my patrol car down to approximately 5 MPH and continued to swerve
back and forth. The motorcycle began approaching me at a slow speed and impacted the front of my patrol car. After impact,
the suspect fell over on his bike in the roadway. The driver was placed under arrest and an ambulance was called to the scene
to check the driver's condition.

While waiting on the ambulance, I read the driver his rights and asked if he understood and he stated yes. I asked him why he
was running, and he advised he had a revoked license out of Missouri, didn’t have a motorcycle endorsement, no insurance,
and hadn’t registered the motorcycle. I began to look at the front of my patrol car and noticed it had damage to the front of my
patrol car. After the wrecker loaded the motorcycle up, the ambulance transported the suspect to Mercy Hospital to be checked.

I went to the hospital to sit with the suspect while he was being evaluated. After approximately an hour, the doctor advised the
suspect had a minor injury to his shoulder and released him from the hospital. The suspect was transported to the Washington
County Detention Center.
