JEEP attempts to flee Arkansas State Police - Trooper waiting at the exit ramp with PIT Maneuver

On Saturday, October 26, 2024, at approximately 9:07 P.M., Sgt. Spencer Morris advised he was attempting to stop a white
SUV traveling westbound on Interstate 40 near the Mound City Exit (281-mile marker). Sgt. Morris provided an update stating
the vehicle was still traveling westbound and took the Martin Luther King Exit (280-mile marker).

I (Trp. Dylan Evans) observed several vehicles stopped at the stop sign at the exit ramp and Martin Luther King Jr. Drive. I then observed a white Jeep
passing the stopped traffic on the inside shoulder and failing to yield to Sgt. Morris. Sgt. Morris then advised he was in pursuit
of the white Jeep on the exit ramp. I pulled my marked patrol unit directly in front of the Jeep with my emergency lights and
siren activated to get the SUV to stop. The Jeep then jumped the concrete island on the south side of the overpass,
accelerated to pass my unit, and attempted to turn to travel east on Interstate 40.

I conducted a T.V.I. on the Jeep, and the driver (Octavious Felix) was placed into custody without incident. The female passengers (Shymirra McKinnie and Laquanna Spencer) were removed from the vehicle and secured without incident.

Due to McKinnie being pregnant, Crittenden EMS made the scene to check her welfare. McKinnie refused to be transported to
the hospital. McKinnie and Spencer were released on the scene. The vehicle was towed by Heck’s Towing Service. Trp. G.
Byrd searched the cross-body bag that Felix was wearing during the arrest and located a small amount of marijuana and a
functioning digital scale. Trp. G. Byrd released the marijuana and digital scale to me on scene and I logged them into evidence.
Felix was transported to the Crittenden County Detention Center where he was charged with no lights at night, driving on a
suspended license, no liability insurance, fleeing, possession of a Schedule 6 substance less than 4 ounces, and possession of
drug paraphernalia. Felix was issued the next available court date.
