NEW WINDSOR – The Orange County District Attorney’s Office and the State Comptroller’s Office on Wednesday morning executed search warrants at several offices in New Windsor Town Hall as part of a bid-rigging investigation involving the town’s Information Technology (IT) Department.

Law enforcement sources told Mid-Hudson News that Patrick Mangan, the Town of New Windsor’s deputy chief information technology officer, is at the center of the investigation. The District Attorney’s Office and the State Comptroller’s Office are investigating whether Mangan persuaded 18 police departments to enter into contracts through his personal business, Hudson Valley Computer Guys, under the belief that the agreements were with the Town of New Windsor.

Along with New Windsor, Mangan allegedly provided IT services to the Village of Cornwall Police Department, the Village of Suffern, the Village of Monroe, the City of Port Jervis, the Village of Montgomery, the Town of Newburgh, the Town of Tuxedo, the Village of Maybrook, the Town and Village of Chester, the Village of Harriman, the Town of Woodbury, the Town of Deerpark, the Town of Warwick, the Village of Walden, the Town of Cornwall and the Village of Tuxedo.

Law enforcement sources confirmed that Mangan was introduced to the police departments by former New Windsor Police Chief Robert Doss. Doss was hired as Orange County’s deputy commissioner of emergency services and police liaison in February 2023.

Town of New Windsor Supervisor Steve Bedetti declined to comment Wednesday morning, saying he was still being briefed on the situation. The alleged misconduct under investigation began before Bedetti took office in January 2024.

Investigators are also trying to determine whether Mangan’s work resulted in any police data breaches in Orange County. Mangan, who could not be reached for comment, could face several charges if arrested, including theft, defrauding the government, corruption-related offenses and ethics violations.

The District Attorney’s Office declined to comment on the investigation.
