President Donald Trump signed two executive orders June 22 to speed development of quantum computing technology and strengthen U.S. defenses against future cyber threats posed by quantum systems.

The orders set ambitious federal goals for the emerging industry, including the development of the world’s first quantum computer capable of supporting advanced scientific research by 2028.

One order, titled “Ushering in the Next Frontier of Quantum Innovation,” directs the federal government to help accelerate growth in quantum computing, build domestic supply chains and prepare a workforce capable of supporting the field as it expands.

Michael Kratsios, director of the White House Office of Science and Technology Policy, said the administration views quantum development as central to economic growth, scientific advancement and national security.

“These policies will drive transformational growth in existing and entirely new industries, and manufacturing, drug discovery, energy, agriculture, and more,” Kratsios said during a Monday briefing call with reporters.

“Quantum breakthroughs mean innovation, economic growth, national security that will benefit the American people for decades to come,” he said.

The order instructs the departments of Commerce, War and Energy, along with NASA, to prepare blueprints for broad deployment of quantum networks within five years. The administration said those networks would support future uses of quantum technology across research, industry and national defense.

The order also places new emphasis on domestic industrial capacity, calling for stronger supply chains and workforce development as the United States competes with foreign rivals in the quantum sector.

International partnerships will face additional safeguards under the order. Kratsios said the administration is tightening intellectual property, security and research protections “in light of competitors and adversaries looking to undermine U.S. economic and national security.”

A second executive order focuses on cybersecurity. It directs federal officials to accelerate adoption of post-quantum security measures as agencies prepare for the possibility that future quantum processors could defeat existing encryption systems.

“A piece of this is providing guidance to the agencies, clear guidance to all the agencies,” a senior administration official told The Epoch Times during the briefing call. The official also cited a planned pilot program involving the National Institute of Standards and Technology.

Officials said current security protocols are not built to withstand advanced quantum processors, making early preparation necessary before the technology becomes widely available.

“Promoting innovation and strengthening cybersecurity go hand-in-hand together,” Kratsios said.

Trump has emphasized quantum technology since his first term, when he signed the National Quantum Initiative Act. That law doubled federal spending on quantum research and led to the launch of five national quantum research institutes. Funding commitments totaling $625 million were renewed last year.

“President Trump has long recognized the importance of quantum as an economic and national security imperative for the nation,” Kratsios said.

“Now, in the second term, we aren’t letting our foot off the gas,” he said.

The latest orders build on a 2025 letter from Trump identifying quantum technology, artificial intelligence and nuclear energy as the nation’s most important industries.

The administration’s new quantum strategy places the federal government behind a race to achieve breakthroughs that officials say could affect scientific discovery, advanced manufacturing, medicine, energy, agriculture, encryption and national defense.
