Margao, May 5, 2026 — In a significant development in an ongoing property dispute in Chandor village, Salcete, the Office of the Superintendent of Survey and Land Records, Margao, has rejected an application for intervention filed by a local panchayat representative.

The case, registered as LRC/APPL/SSLR/08/2025, was initiated by appellant Smt. Atalie Barreto, a resident of Igorjebhat, Chandor, against M/s K.K. Group & Company, a Mumbai-based partnership firm with offices in Navi Mumbai and Mapusa, Goa. The firm is represented by its partners, including Kishore Kashinath Mhatre, Sheetal Kishor Mhatre, Priyambada Vinoy Choubey, and Swapnali Sanket Vidhate.

Intervention Plea Filed

Earlier, Shri Eugenio Fiel Dias, 61, a resident of Cotta, Chandor, and associated with the Chandor-Cavorim Village Panchayat, had moved an application seeking to intervene in the proceedings. Dias claimed ownership of a portion of land admeasuring 4,735 square meters under Survey No. 59/1(A) of Cavorim village, acquired through a gift deed dated June 10, 2022.

He argued that his land is adjacent to the disputed property linked to the respondents and that any decision in the case could directly affect his ownership rights. He further stated that he became aware of the proceedings only at a later stage and requested the court to implead him as a respondent to ensure a fair adjudication.

Key Issues Before Authority

The dispute revolves around multiple survey numbers, including 59/1, 59/1-A, and 58/2, as reflected in the promulgated survey plan of Cavorim village. The intervenor also claimed possession of an additional portion of land measuring 3,235 square meters within Survey No. 59/1-A.

However, the authority noted that its jurisdiction is limited strictly to demarcation matters and related appeals, and it does not have the power to adjudicate on land ownership or title disputes.

Interim Order Passed

In an interim order dated March 24, 2026, the Superintendent of Survey and Land Records, Maya K. Amonkar, held that the intervention application lacked merit. The order observed that allowing such intervention would unnecessarily delay the proceedings without contributing to a logical resolution of the appeal.

“The office cannot decide the title of lands, and the intervention would only prolong the matter,” the order noted, referring to provisions under Section 114 of Demarcation and established procedural guidelines for speedy disposal of such cases.

Accordingly, the authority ruled:

The application for intervention dated November 7, 2025, is not allowed
The matter will proceed on the merits of the original appeal
No order as to costs
Affidavit and Panchayat Role

Dias had submitted an affidavit affirming the truthfulness of his claims and highlighting his role in the Village Panchayat, which oversees local development activities. The Chandor-Cavorim Village Panchayat, represented through its Sarpanch, was also referenced in the proceedings.

Next Steps

With the intervention plea rejected, the focus now shifts back to the main appeal between the appellant and M/s K.K. Group & Company. The case will proceed based on the merits of the demarcation dispute.
