An undercover video released this week by investigative journalist Muckraker alleges that a New York City Board of Elections employee indicated non-citizens have submitted voter registration applications and that such applications are accepted at the intake stage without being reported.
The video, published on X and available through Muckraker’s account, shows the journalist posing as a Canadian green card holder inside the New York City Board of Elections office located at 200 Varick St. #10. The footage was first shared publicly in a post containing the recorded exchange, which can be viewed here.
In the recording, Muckraker tells the employee, “I’m a green card holder from Canada.” The worker responds, “No, no, no, no, we accept anything that comes over the counter.”
The employee further states, “Once in a while… we have people come in here… and they register, they weren’t a citizen… Boom, boom, boom.”
When asked whether such situations are reported, the worker says, “No, no I’m not. No we don’t report anyone… That’s not my job to report anyone. My job is just to collect the application and put it and submit it to the Department.”
In another portion of the exchange, the worker tells the undercover journalist, “I can’t tell you what to do. If you want to fill it out, fill it out… but we accept anything that comes over the counter.”
The video raises questions about intake procedures and verification safeguards at the city level. Under New York law, voter registration applicants sign an affidavit affirming U.S. citizenship. State law makes it a felony for an election officer to willfully violate voter registration provisions.
Muckraker stated that no application was ultimately submitted in order to avoid committing a crime. The journalist later returned to question the same employee outside the building. According to the video, the worker declined to provide additional details about how many non-citizen registration attempts may have occurred.
The full undercover footage is also available on Muckraker’s website here, and the embedded social media post includes the recorded exchange in its entirety.
The New York City Board of Elections had not publicly responded to the allegations at the time of publication.
