Dubai has announced a leadership shake-up at DP World, one of the world’s largest port operators and logistics companies, appointing a new chairman and chief executive as controversy surrounds the outgoing head’s past association with convicted sex offender Jeffrey Epstein.

In a statement issued by the Dubai Media Office, the government confirmed that Essa Kazim has been appointed chairman of DP World, while Yuvraj Narayan will serve as the company’s group chief executive officer. The announcement did not explicitly mention Sultan Ahmed bin Sulayem, who previously held both positions.

DP World is a cornerstone of Dubai’s economy and a major player in global trade. The company operates the flagship Jebel Ali Port — the largest man-made harbor in the world — and manages terminals across dozens of countries. Its operations span container handling, logistics, free zones and maritime services, making it a central component of Dubai’s strategy to position itself as a global commerce hub.

The leadership change comes just one day after financial institutions in Canada and the United Kingdom announced they were pausing prospective ventures with DP World. The move followed the release of emails contained in newly unsealed documents by the U.S. Department of Justice related to the Epstein investigation.

The emails revealed a long-running correspondence between bin Sulayem and Epstein, whose death in a New York jail in 2019 occurred while he was awaiting trial on federal sex trafficking charges. While the communications included explicit references and personal exchanges, there has been no indication in the documents that bin Sulayem was involved in or aware of Epstein’s criminal activities.

The correspondence spans several years and touches on a range of subjects, from business and politics to personal matters. In a 2013 email, Epstein described bin Sulayem as “one of my most trusted friends in every sense of the word.” Some exchanges included links to adult websites and references to social engagements. Other emails discussed political figures, including former U.S. President Donald Trump, as well as former White House strategist Steve Bannon.

The emergence of the emails has drawn renewed scrutiny to individuals who maintained personal or professional relationships with Epstein before his arrest. Financial institutions that paused engagement with DP World have not indicated whether the suspension is temporary or contingent upon further review.

DP World did not respond to requests for comment regarding the matter.

Bin Sulayem has been a prominent figure in Dubai’s economic development for decades. In addition to his leadership at DP World, he previously chaired Dubai World, a government-owned conglomerate that once included property developer Nakheel.

Nakheel was responsible for landmark real estate projects such as the Palm Jumeirah and The World islands, developments that played a significant role in transforming Dubai into a globally recognized business and tourism destination.

The state-run Emirates News Agency, WAM, also reported that Dubai’s ruler, Sheikh Mohammed bin Rashid Al Maktoum, appointed a new head of the Ports, Customs and Free Zone Corporation — another position formerly held by bin Sulayem. The restructuring suggests a broader realignment of leadership roles within key state-linked economic institutions.

DP World remains one of the most influential logistics firms worldwide, handling millions of containers annually and maintaining operations in major maritime corridors. The company’s strategic importance extends beyond the Gulf region, with investments in Europe, Asia, Africa and the Americas.

While the newly disclosed emails have prompted reputational concerns, there is currently no evidence linking DP World’s operations to any wrongdoing. Market analysts say the company’s global footprint and critical infrastructure role will likely continue to anchor Dubai’s trade-driven economy, even as leadership transitions unfold.

The episode underscores the lingering impact of the Epstein case, which continues to surface in legal proceedings and document releases years after his death. For Dubai and DP World, the focus now shifts to maintaining investor confidence and operational stability amid heightened scrutiny.
