NEWBURGH – Now that Newburgh City Manager Todd Venning is stepping down on March 31, the city council must appoint a new manager and Newburgh School Superintendent Dr. Jackielyn Manning Campbell has offered to serve on an interview panel should one be established.

“I believe I can offer valuable perspective to the selection process particularly as it pertains to my 22 years of experience as an executive leader inclusive of a large number of years in Human Resources,” she wrote in a letter to city council members and obtained by Mid-Hudson News. “As the superintendent for the Newburgh Enlarged City School District I firmly uphold the value of community collaboration and partnerships.”

Manning Campbell said serving on an interview panel “would strengthen the relationship between the City of Newburgh and its school district as we establish shared goals and support each other’s objectives as both pertain to our shared residents.”

The superintendent said she understands “the importance of finding someone who not only has the right skills but also fits the culture of our community.”

Appointment or termination of a city manager requires of city council vote of at least five members of the seven-member board.

Michael Neppl, the former city chief of staff who was recently promoted to the new position of deputy city manager, could be considered as interim manager. He had hoped to be named as the new manager, but a straw poll of council members in January failed to secure him the five necessary votes.

Since then, there has been speculation that Neppl may resign when Venning leaves. He did not respond to an inquiry from Mid-Hudson News concerning his future employment.
