President Donald Trump on Friday announced the formation of an international Board of Peace to guide the second phase of his administration’s plan for Gaza, naming senior U.S. officials, foreign leaders, and financial figures to oversee stabilization and reconstruction efforts in the territory.
Trump said the Board of Peace will be led by its executive board, whose seven members will each take responsibility for specific elements of Gaza’s transition, including governance, security, reconstruction, regional relations, and economic development. The White House described the move as a key step in advancing beyond an initial ceasefire phase toward long-term stability, according to the White House.
The executive board includes Secretary of State Marco Rubio; U.S. special envoy Steve Witkoff; Jared Kushner, the president’s son-in-law; former British Prime Minister Tony Blair; financier Marc Rowan; World Bank President Ajay Banga; and Deputy National Security Adviser Robert Gabriel.
The White House said each member will oversee a defined portfolio, including the formation of governing institutions, coordination with regional partners, management of reconstruction efforts, attraction of private investment, and securing international funding to support Gaza’s recovery.
In addition to the executive board, Trump appointed Aryeh Lightstone and Josh Gruenbaum as senior advisers responsible for day-to-day strategy, operational management, and implementation of the board’s priorities.
Nickolay Mladenov, also named as part of the initiative, will serve as high representative for Gaza. In that role, he will act as the primary liaison between the Board of Peace and Gaza’s transitional administration, the White House said.
For security operations, Trump appointed Maj. Gen. Jasper Jeffers as commander of the International Stabilization Force. According to the White House, Jeffers will be responsible for overseeing security, coordinating disarmament efforts, and ensuring the safe delivery of humanitarian assistance and reconstruction materials into the territory.
The announcement comes as the United States advances into the second phase of its Gaza strategy following the launch of the National Committee for the Administration of Gaza. That body is led by former Palestinian Authority Deputy Minister Ali Sha’ath and has been tasked with restoring essential public services, rebuilding civil institutions, and stabilizing daily life for residents.
Trump and his national security team said the second phase of the plan shifts the focus from enforcing a ceasefire to dismantling militant groups, installing nonpolitical administrators, and rebuilding Gaza’s infrastructure and economy as part of a broader effort to establish lasting stability in the region.
