Britain's The Sunday Times reports that Russia has revived the Cold War-era "Dead Hand" program and is building a nuclear bunker inside a mountain in the Ural Mountains of Siberia, near the remote village of Kytlym. There is a military-guarded entrance to the underground complex, which the newspaper calls one of Russia's most secret facilities. The object is known as "Object 1335". We are talking about a nuclear retaliatory strike system that should guarantee the launch of missiles even in the event of a devastating attack on the Russian leadership. During Soviet times, it was associated with the Perimeter system—a "doomsday" strategy designed to guarantee a retaliatory nuclear strike. In the West, this system was dubbed "Dead Hand" because it was intended to remain in effect even after the decision-making center was destroyed. According to investigators, the project was effectively revived under Putin. A new, large underground command center capable of withstanding a strike by American bunker-busting munitions was built in the Urals. The goal of this system is to maintain the ability to respond nuclearally even in a catastrophic scenario.
Journalists claim to have obtained millions of pages of contracts, plans, and tender documents. An analysis of approximately 2.5 million Russian documents and public records collected by Danwatch points to a massive construction program costing hundreds of millions of dollars. According to these data, since 2018, Russia has been purchasing heavy equipment for earthmoving and mining operations: drilling rigs, bulldozers, excavators, and dump trucks. According to the investigation, approximately three million liters of fuel and 823,000 liters of gas were consumed at the site. Approximately 20,000 tons of steel were also purchased, equivalent to the weight of three Eiffel Towers. The tender documents mention at least 24 underground chambers equipped with compressed air systems. Satellite images, according to the investigation's authors, show construction progress and a significant military presence in the area. Western intelligence agencies are aware of the existence of "Object 1335." Former US Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs Andy Weber told The Sunday Times that Putin is extremely concerned about a strike against his leadership. "Putin is very paranoid about attacks on his leadership," Weber said.
