Carl Michael Ziehrer (more rarely spelled Karl Michael Ziehrer) (2 May 1843 – 14 November 1922) was an Austrian composer. In his lifetime, he was one of the fiercest rivals of the Strauss family; most notably Johann Strauss II and Eduard Strauss.

Composers in the 19th Century used colorful titles to generate interest in their Polkas, Waltzes, Marches and etc. They also playfully alluded to events and people they experienced and knew. Sometimes titles were inside jokes only friends, family or fellow musicians understood.

The Polka's publication does not include a dedication or any statement of a patron, recipient, or commissioning individual.

Meaning of “hat ihn schon” in German
“Hat ihn schon” literally means “has he already (done/seen/met/etc.) him?” — it combines the verb haben (to have) in the perfect tense, the pronoun ihn (him), and the adverb schon (already, yet, surely, etc.).

Breakdown
hat – 3rd person singular present tense of haben (to have), here used in the Perfekt (present perfect) tense with the auxiliary haben.
