The effectiveness of Ukrainian attacks on Russian fuel infrastructure is indirectly acknowledged by Russian authorities, who confirm the negative consequences for the Russian economy. As Elvira Nabiullina, head of the Russian Central Bank, stated at a press conference on Friday, rising gasoline prices have increased inflation expectations among the population and businesses. According to her, operational data indicates that rising fuel costs are already beginning to impact consumer prices . Fuel accounts for a significant share of household expenditure. Furthermore, it is a significant cost component for virtually all industries related to transportation and logistics. Therefore, rising gasoline and diesel prices are gradually reflected in final prices. Against the backdrop of already-rising fuel costs and rising prices for other goods and services, the Bank of Russia has raised its inflation forecast for the end of 2026. The regulator now expects the figure to reach 6–7% by the end of the year. Nabiullina acknowledged that a prolonged reduction in production capacity could limit the Bank of Russia's ability to further ease monetary policy. If inflationary pressure persists, the regulator will have to take a more cautious approach to reducing the key rate or slow down this process in order to try to prevent a new acceleration in price growth. Due to the Ukrainian Defense Forces' strikes on Russian oil refineries, nearly all regions of Russia are experiencing fuel shortages. CNN journalists analyzed statements from the Russian central government, city mayors, regional governors, and media reports. The results revealed that gasoline and diesel fuel shortages are present in almost all 83 Russian regions. More than 50 internationally recognized regions of Russia have officially declared fuel shortages and imposed restrictions on their sales. Unofficial reports of fuel shortages are coming from nearly all Russian regions. Due to fuel shortages, some regions, including the Zabaikalsky Krai, have declared a "high alert." The next threat level is a "state of emergency." Dictator Vladimir Putin was forced to acknowledge fuel shortages, stating that Russia "is experiencing a certain shortage of gasoline and diesel fuel, but it is not critical." At the same time, the Kremlin leader ordered increased production of air defense systems, thereby acknowledging that Ukrainian air strikes pose a serious threat to Russian military and strategic facilities, including oil refineries. Fuel shortages in Russia due to Ukrainian airstrikes on oil refineries also occurred in 2025. However, experts believe the situation will be significantly worse in 2026.
İn this case President Volodymyr Zelenskyy has said that Ukraine's defence forces struck a company in the Russian city of Kirov, which supplies components for Russia's military-industrial complex, and an oil facility located nearly 1,350 km from the Ukrainian border. He added that an operation targeting Russian logistics is ongoing to disrupt supplies of drone components, navigation equipment and other military gear used by the Russian armed forces.
The president thanked units of the Armed Forces of Ukraine, military intelligence and the Security Service of Ukraine for their contributions to the operations.
