Over the past year, reports from Ukraine have described the development of a new ecosystem of drone innovations used to conduct regular strikes against Russia, according to Foreign Policy .
Instead of the centralized financing and procurement system typical of a modern defense-industrial base, Ukraine is "laying the groundwork": equipping its infantry with weapons produced using a decentralized model and developed in close cooperation with soldiers.
It is noted that these drones have significantly disrupted the front and also enabled a campaign to intercept Russian logistics. Beyond their impact on the battlefield, the development of this ecosystem could represent a turning point in the evolution of the defense industrial base. However, leading powers may not be able to replicate this model: ironically, this ecosystem may arise due to the weakness of the Ukrainian central government. In the fifth year of the war, small industrial workshops are developing and producing drone designs, which are then sent to the front lines and undergo extensive refinement by local technicians before being deployed into combat.
The lessons learned are then applied to industry to produce the next generation of drones. This approach, although costly in terms of time and duplication of effort, has generated exponential growth in innovation at the front. Importantly, the new "frontline improvement" process arose out of necessity: Ukraine requires a cycle of significant modernization of its UAVs at the front to achieve and maintain tactical success. While some innovations are developed in remote laboratories, most are created in close proximity to the front lines. Both the iterative improvements implemented by Ukrainian forces and the cycles of measures and countermeasures against Russian innovations have led to cycles of upgrades. Analysts say the war in Ukraine represents a particularly intense version of the arms race microclimate, but many similar patterns are observed worldwide.
One of the most striking innovations is the use of fiber-optic cables to control drones in electronic warfare environments. The article states:
"While the impact of technology is limited at the moment, all these examples demonstrate a strong tendency toward centrifugal development, a serious break with centuries of centripetal military production practices." It is noted that Ukrainian drone manufacturers finance themselves through a combination of government spending, direct foreign aid, foreign investment, and direct contracts with frontline units. They operate not through a central hub, but directly with soldiers on the front lines. This is not so much an obstacle to their operations as it is the key to their success. The publication writes that the drone ecosystem can also serve as a low-cost substitute for real military capabilities. Ukraine and other drone operators are forced to invest heavily in these ecosystems because they either lack human resources or traditional industrial capacity. The article states:
"It seems plausible, but it is striking that Russia and Israel - not to mention the United States - have been caught off guard by the rapid development of drone warfare."
They also believe it is possible that what appears to be local innovation is in fact simply Chinese and Turkish drone manufacturers selling Ukrainian innovations to their other clients.
"If best practices for drone use are refined within the next two years, this 'revolution' will be, at best, a minor detail. However, if it takes 10 or 20 years, it could be very significant," they added.
