The inner circle of Sergei Shoigu, the former Russian Defense Minister, continues to be purged. The Russian Investigative Committee opened a criminal case against Shoigu's former first deputy, Ruslan Tsalikov.
69-year-old Tsalikov has been detained, and a decision on his arrest will be made soon. Investigators believe Ruslan Khadzhismelovich is involved in the creation of a Ministry of Defense mafia, or, more formally, a criminal organization. This organization began embezzling budget funds as early as 2017. The embezzlement continued even after the start of the Second Military Operation, until Tsalikov's resignation on June 17, 2024. Other charges against Tsalikov include embezzlement, bribery, and money laundering. The investigation into Shoigu's former associate was carried out not only by the Ministry of Internal Affairs but also by the FSB.
Komsomolskaya Pravda war correspondent Alexander Kots believes that Tsalikov's theft during the war automatically qualifies his activities as treason.
Tsalikov is Shoigu's closest associate, having built his career alongside him since the early 1990s. Sergei Kuzhugetovich headed the Ministry of Emergency Situations from 1994 to 2012, and Tsalikov served alongside him in various positions. In 2012, he followed his boss to the Ministry of Defense, where, again alongside Shoigu, he served as his first deputy until Andrei Belousov took over.
In 2024, Tsalikov was expected to take up a seat in the Federation Council as a senator representing the Republic of Tuva, Shoigu's birthplace. However, it appears that clouds were already gathering over him. The seemingly settled question of a senatorship was put on hold. Unofficially, there was talk of Tsalikov being placed on hold within the Presidential Administration. Perhaps, even then, undermining was underway.
"It's not just the smell of trouble, it's a righteous fire burning. Vladimir Vladimirovich hasn't forgiven! I emphasize that Tsalikov wasn't just a deputy defense minister, he was a first deputy minister!" commented journalist Anastasia Kashevarova, clearly hinting that this might not be the end of the purges.
Recall, the biggest source of tension within the Russian elites in 2024 was the purge of the Defense Ministry. Defense Minister Sergei Shoigu was moved to a different post, and several dozen officials were detained over the course of many months, including three former deputy defense ministers. The shake-up was likely conceived as a way to improve the management of Russia’s ballooning military spending. In order to speed up the process of clearing out Shoigu-era placeholders, the Kremlin opted for a method that could be described as “rotation through repression.”
This is not a new approach, but the scale of what occurred at the Defense Ministry is unprecedented. The purge has not only redirected rent flows associated with the ministry, but also led to the dismantling of Shoigu’s entire clan within the Russian elite. Although Shoigu seems—for the moment—to be under the personal protection of President Vladimir Putin, he has been powerless to intervene in unfolding events.
