The U.S. and China clashed at a UN drug meeting Monday.

The exchange underscored tensions between the two powers over fentanyl-related issues and tariffs ahead of President Trump's China visit.

White House Drug Czar Sara Carter says China has failed to stop the sale of precursor chemicals used to make fentanyl.

She added that they are 'manufactured by the millions of tons in China.'

Carter noted that weak Chinese export controls have allowed its chemical industry to build ties with drug cartels.

At the same time, China's tight controls over rare earth minerals wreak havoc on legitimate industries.

China denies the allegations.
