
Cadillac driver unable to outrun Arkansas State Police - Pursuit over 110 MPH (Trooper drives Tahoe)
Trooper's Narrative:
On November 2nd, 2024, around 11:21 a.m., I was stationary on the right shoulder of Interstate 40 near White Oak observing
the flow of eastbound traffic. I noticed a black Cadillac passenger car with an Arkansas used car dealer license plate come over
the hill behind me in the left lane. My rear radar confirmed that the vehicle was traveling 109 m.p.h. in a 65 m.ph. zone. After I
pulled out onto the interstate from the right shoulder, I noticed the Cadillac change lanes in traffic and began to accelerate past other vehicles. I radioed to other troopers that a black Cadillac was possibly taking off from me and entering I-430 south from I-40. As I was trying to maneuver through traffic, I could see the Cadillac weaving through traffic and passing on the shoulder. I was able to catch up to get directly behind it at 11:23 a.m. on the Arkansas River bridge on I-430 where I advised Troop A dispatch that I was currently in pursuit.
As we traveled south on I-430, the suspect reached speeds of over 135 m.p.h. passing traffic and showing no regard for any
human life. After we passed Shackleford Road, I could see an ASP trooper’s blue emergency lights on waiting for the suspect
vehicle to catch up to him. The suspect passed multiple vehicles on the right shoulder before braking hard and crossing over
into an ‘Authorized Vehicle Only’ turnaround between Shackleford and Colonel Glenn Road. The suspect attempted to go south
in the median traveling head-on with the northbound flow of traffic. I could visibly see that it was a single, white male driving the
vehicle. The suspect then made a U-turn and began to travel back north on I-430. I attempted to TVI the left rear portion of the
suspect vehicle but was unsuccessful as the vehicle continued north on I-430.
The suspect vehicle got onto I-630 East still traveling at a very high rate of speed, but I was able to keep sight of it. I noticed a
cloud of debris near exit 5 (University Avenue) as if the suspect had taken the exit. I observed that the suspect crashed out on
exit 5 and exited the vehicle slapping his hands on his vehicle. I placed the suspect in custody at 11:29 a.m. He was identified
as Nicolas Bullock. Mr. Bullock stated he was scared that he was going to get a ticket and that he was so
“pissed off at that Dodge”. I asked Mr. Bullock if he was hurt, and he told me no.
Mr. Bullock struck the curb and traffic signs causing disabling damage to his vehicle. Trooper Trey Smith #415 was given
accident number 202420868ASP for the collision. Action Wrecker out of Little Rock towed the vehicle. Due to the collision, Mr.
Bullock was transported to Baptist Medical Center where he was medically cleared to be transported to Pulaski County
Detention Center. His charges are listed below:

27-50-308- Reckless Driving- Class B Misdemeanor
5-38-203- Criminal Mischief 1st Degree w/ Damage $1,000- Class A Misdemeanor
27-50-302- Speeding More than 15 Over the Speed Limit- Class C Misdemeanor
27-68-103- Crossing Median or Controlled Access Facility- Violation
