Trooper's Narrative:

On Monday, August 5th, 2024 at approximately 2:44 a.m., I was in the area of Interstate 630 West near John Barrow. I
observed a Silver Toyota Camry traveling under the posted speed limit.

After following the vehicle for a short distance, the vehicle took the first exit available and then attempted to take the first left
turn once off the exit, to an area with no open businesses or residential properties. Once the vehicle entered John Barrow, I
observed the vehicle move from the right lane to the left lane without using its turn signal. I activated my emergency lights to
conduct an enforcement stop on the vehicle as it turned onto Knoedl Court. The vehicle accelerated rapidly into a parking lot
and immediately turned around traveling back towards John Barrow.

I notified Troop A Communications that I would be in pursuit of the vehicle as we turned South onto John Barrow. As speeds
reached 70 MPH I moved to the driver side of the vehicle and performed a Tactical Vehicle Intervention (TVI), causing the
vehicle to rotate counterclockwise, leaving the roadway and rolling down a steep hill into the parking lot of a private business,
before rolling across the parking lot. I drove my unit into the parking lot of the private business and observed a black male
occupant, later identified as Kenyon Hobbs, running from the vehicle. I was able to apprehend the male and place him in the
back seat of by patrol vehicle. A second occupant, Nisiyia Mason, was also apprehended in the suspect vehicle on scene. After questioning both occupants neither knew the identity of the driver and advised they were both "asleep" during the incident.

The driver of the vehicle fled the scene on foot and was unable to be located after assistance from the Little Rock Police
Department K9 unit. A search of the vehicle led to the discovery of approximately 5 ounces of marijuana in the back seat next
to the seat of Mr. Hobbs.

Mr. Hobbs was charged accordingly before both occupants were transported to locals hospitals for treatment. A hold was
placed on the vehicle as the investigation into the driver is ongoing.
