Taiwan's entire national submarine production program began in 2017, with the submarine design being undertaken by Taiwan's Zhongshan Scientific Research Institute.According to the plan, from 2017 to 2019, the Taiwan military will start construction of more than 200 vessels of all sizes.
The budget for "general equipment items" of the Taiwan Navy in 2019 is NT $20.189 billion, an increase of NT $10.284 billion, or 103.83 percent, from NT $9.952 billion in 2018.Taiwan's Navy has proposed a number of new ship building plans for 2019,The plan includes a total of 31.638 billion yuan for the miniature missile assault ship, 49.362 billion yuan for the submarine-built state-to-second-stage prototype ship, 24.549 billion yuan for the new-generation missile cruiser state-to-second-stage prototype ship, and 3.658 billion yuan for the new-type rescue ship.In addition to other ship building plans that have been budgeted and are being implemented, the number of various types of ships proposed by Taiwan Navy in recent years has reached 97, with a total cost of 137.678 billion yuan, which will be handed over to the island shipyards in accordance with the policy of "national ship building in China".
For nearly two decades, Taiwan's navy has handed over a limited number of ships to the island's shipyards for construction,The ships actually delivered include 12 500-ton Guanghua III Jinjiang class nearshore frigates, 31 186-ton Guanghua VI missile speedboat, 1 500-ton Tuojiang frigates, 1 17,000-ton Shishi oil bomb supply ship and 1 10,000-ton Yushan amphibious dock landing ship scheduled to be delivered this year.

臺灣的整個潛艇國造計劃始於2017年，潛艇設計工作由臺灣中山科學研究院負責。根據該計劃，從2017年起開始到2019年，臺灣軍方的“國艦國造”計劃總計要開工多達200多艘的大小艦艇。
2019年度臺灣海軍的“一般裝備科目”編列預算爲201.89億元新臺幣，較2018年度的99.52億元大增102.84億元，增幅達103.83% 。臺灣海軍提出多項2019年度新增造艦計劃，包括總經費316.38億元的“微型導彈突擊艇”、總經費493.62億元的“潛艦國造-第2階段原型艦籌建”、總經費245.49億元“新一代導彈巡防艦-第2階段原型艦籌建”、總經費36.58億元“新型救援艦”等4個造艦方案。加上其它已編列預算而且正在執行中的造艦計劃，臺灣海軍近年所提各型船艦建造數已達97艘，所需總經費達1376.78億元，均將依照“國艦國造”政策交由島內船廠辦理。
近20年來，臺灣海軍交由島內船廠建造的船艦數量有限，實際交付的艦船有500噸級“光華三號”錦江級近岸巡防艦12艘、186噸級“光華六號”導彈快艇31艘、500噸級“沱江”巡防艦1艘、17000噸級“磐石”號油彈補給艦1艘以及預計今年交船的1萬噸級“玉山”兩棲船塢登陸艦1艘。
