Trooper's Report:

On 12-30-23, at approximately 11:30 P.M., we received a call that Cross County Sheriff’s Office was actively pursuing a
dark color passenger car southbound on Highway 1 near Vanndale at speeds in excess of 120 M.P.H. Trooper Seitz and I
responded north on Highway 1 from Forrest City and set up just south of Colt. Troop D Communications was giving us updates
on the vehicle pursuit and stated that the suspect vehicle continued southbound on Highway 1 through Wynne and was then
headed towards Forrest City. I set up in a position that would put me as a primary unit when the pursuit passed our location
and Trp. Seitz would be secondary and call the pursuit due to the particular units that we are assigned. Dispatch advised us
that the pursuit was passing through Colt and that Cross County and Wynne were both in pursuit.

Once the pursuit passed our location, I quickly assumed a primary position and Trp. Seitz assumed a secondary position
and called the pursuit. I moved in several times for a TVI but was unsuccessful due to the suspect brake checking me and
swerving towards me. The last time I moved in, I was able to successfully perform a TVI, using the front right of my patrol
vehicle to contact the left rear of the suspect vehicle. The suspect vehicle rotated in a counter clockwise motion and came to
rest in the middle of Highway 1. The backseat passenger, Jamarcus Barber, exited the vehicle and began fleeing
on foot through an open lot on the east side of the roadway and then through the backyard of 4744 Highway 1 North. Once
behind the residence, I exited my patrol vehicle began chasing Barber on foot. I was able to apprehend Barber without further
incident. Trp. Seitz took Barber to the SFSO on a felony warrant and for fleeing. Once back to the suspect vehicle, members
from the SFSO, CCSO, and Wynne PD secured the driver, Dominique Sinclair, and another passenger.

Sinclair was charged with Fleeing, Reckless Driving, Poss Sch VI LT 4 oz., and Driving on a Suspended
License.
The vehicle inventoried and approximately 30 grams of marijuana and two firearms were located, a Draco and a S&W
Shield. Neither of the firearms were stolen and none of the occupants were convicted felons. The vehicle was towed by Triple
J.
The marijuana was seized and logged into evidence.
