Trooper's Narrative:

On Sunday, November 19th 2023, at approximately 8:10 p.m., I observed a black motorcycle with flashing red and white
lights traveling east on 19th St. I caught up to the motorcycle and initiated my emergency lights. The motorcycle turned right
onto L.E. Gilliland DR. I then initiated my emergency siren. The motorcycle then increased its speed from approximately 30
mph to speeds 90 mph in a 45 mph zone and was actively fleeing. I informed Troop G dispatch that I was in pursuit of the
motorcycle. As we approached L.E. Gilliland Dr. and U.S. Highway 82 the motorcycle changed from the right lane to the left
lane without using a turn signal. The motorcycle crossed U.S. Highway 82 and continued onto I-49 Southbound on-ramp. The
motorcycle then lost control and left the roadway on the right shoulder of the on-ramp. I then turned around and observed the
driver, who was later identified as Billy R. Drumm, running north towards U.S. Highway 82. I got out of my patrol vehicle and
gave Mr. Drumm commands to get on the ground and he complied. I then placed Mr. Drumm in handcuffs. Mr. Drumm stated
that he was hurting. I told Mr. Drumm that an ambulance was on the way. I asked Mr. Drumm why he ran and he stated he had
a warrant and no motorcycle license.

As I was waiting on other units and the ambulance I searched Mr. Drumm. Inside his right pants pocket, I found a clear/blue
pipe with a bubble on the end. Mr. Drumm stated that it wasn't his. Other units and the ambulance then arrived. While the
ambulance was checking out Mr. Drumm, I got the license plate number off the motorcycle which was TX 829U4H. I observed
a black Hi-point Model C 9mm with S/N: 005375 lying next to the motorcycle. I also observed a blue pill bottle with a white cap
lying next to the handgun. Inside the blue pill bottle were clear crystal-like rocks that I believed to be methamphetamine. I had
Troop G Dispatch run a criminal history on Mr. Drumm and they advised me that he had been convicted of a felony charge.

I went and talked to the ambulance personnel and they advised me they needed to transport Mr. Drumm. The only hospitals
they could transport him to were in Texas. I then took the handcuffs off Mr. Drumm. I advised Mr. Drumm that he was not being
arrested at this time, but when he was released he needed to contact or go to the Miller County Detention Center to turn
himself in. Mr. Drumm stated he would. LifeNet then transported Mr. Drumm. Neeley's Towing and Recovery were called to
tow the motorcycle.

As I reviewed my dashcam video I observed that Mr. Drumm appeared to hide something in the wooded area next to where
he crashed. I went and looked in that area and found the backpack Mr. Drumm was wearing. Inside the backpack were the
personal belongings of Mr. Drumm. While putting the belongings inside the backpack, I observed a black and brown RG 23 .22
LR revolver with S/N: 280903 that was loaded lying in the ditch close to where Mr. Drumm was. The handgun was collected for
evidence and the backpack and its belongings were taken the Christus St. Michael's Hospital and given to Mr. Drumm and his
family. I told Mr. Drumm again that he needed to contact State Police Troop G in Hope or Miller County Sheriff's Office and turn
himself in when he got out of the hospital. Mr Drumm stated he would.


Mr Drumm is being charged with:
Fleeing by Vehicle (Class D),
Possession of Controlled Substance Sch. I, II = 2G 10G Meth (Class C)
Possession of Drug Paraphernalia (Class D),
Simultaneous Possession of Drugs and Firearms (Class Y),
Possession of Firearm by Certain Persons (Class B) X2.
Mr. Drumm is also being charged with numerous misdemeanor
charges.
