Trooper's Report:

On 9-14-2023 at approximately 16:22 hrs, I, Trp. Blayn Lucas, was traveling eastbound on Interstate 30 in the area of mile
marker #137. I observed a black Chrysler 200 displaying Arkansas license plate, “AAU34D” drive left of center in the #3 lane.
While I was approaching the vehicle, the vehicle merged lanes into the right lane and began to follow an orange dodge charger
too closely.

I activated my emergency lights to conduct a traffic stop on the vehicle at mile marker #138. The vehicle pulled over onto the
shoulder, drove on the shoulder for a few seconds as if it was going to stop, then merged back onto the roadway and began to
accelerate its speed. I activated my emergency siren and began to catch up to the vehicle. The vehicle reached a speed of 85
miles per hour in a 50 mile per hour zone. The vehicle continued Interstate 30 eastbound to the Interstate 630 westbound exit.
The vehicle exited Interstate 30 eastbound and began driving on Interstate 630 westbound. As we were coming off the exit
ramp, The suspect vehicle got behind another vehicle that slowed its speeds down to approximately 45 miles per hour. The
vehicle then merged into the right lane and onto the shoulder attempting to get around the vehicle in front of it. I used the front
right of my vehicle to make contact with the left rear of the suspect vehicle and performed a Tactical Vehicle Intervention
(T.V.I.) The vehicle came to rest in the middle of Interstate 630 westbound in the #2 and #3 lanes.

I had the passenger exit the vehicle, later identified as Joshua Searcy, where he was taken into custody. I then
ordered the driver, later identified as Santoney Vaughn to exit the vehicle where he was taken into custody.

Vaughn stated that
he was running due to him absconding from his parole officer. During a search of Vaughn’s vehicle an open full can of beer that
was still cold was in the center console cup holder. Lucky’s Wrecker Service came and took possession of the suspect vehicle.

I transported Vaughn to Baptist Hospital to be medically cleared before taking him to the Pulaski County Detention Facility.
