
Pursuit w/ Subaru Outback displaying stolen license plate - PIT Maneuver (Arkansas State Police)
Trooper's Narrative:
On May 19, 2024, at approximately 2:18 p.m., I was sitting on Old Hwy 271 and observed a tan Subaru pass by me traveling
towards Hwy 253. I ran the Arkansas license plate of ASA48G, and the license plate returned stolen out of the Fort Smith
Police Department. The vehicle turned north onto I-540 from Hwy 253.
I initiated my lights, and the vehicle began traveling on the shoulder. The vehicle continued traveling on the shoulder until right
before the 13mm exit ramp. The vehicle slowed down to approximately 30mph but then started to travel back into the right lane
of I-540 and flee. The vehicle continued to speed up and flee. I traveled to the left rear side of the Subaru and performed a
Tactical Vehicle Intervention. The vehicle spun counterclockwise striking the inside wall. The vehicle became disabled in the
outside lane of I-540.
I ordered the driver, Phong Pham, out of the vehicle. Pham was placed in handcuffs without incident. Pham was driving on a
suspended license.
Pham was taken to the Sebastian County Detention Center.
