Many commented the same when watching a video regarding a two-story luxury public toilet in the farm fields of Changchun city, Jilin Province.

However, these reflections seem too late because many luxury public toilets were already built under China’s Toilet Revolution program.

China’s toilet revolution

There is no explicit literature report on the origin of the toilet revolution in China. Actually, the phrase “toilet revolution” was first proposed by UNICEF in 1997 when UNICEF and the National Primary Health Care Conference (NPHCC) collaborated to promote toilet retrofitting in China. It specifically referred to the practice in developing countries.
