NEWBURGH – The 2027 Newburgh city budget as proposed by Interim Manager Jason Morris Tuesday night comes in about $5 million above the 2026 spending plan.
The good news in the $77.5 million general fund is that it includes contractual pay raises for all unions, uses less fund balance than the previous year, and includes money to cover police overtime to bring back the Newburgh Illuminated event, which had been scrapped in recent years.
Morris said the homestead and non-homestead tax rates will increase, but the city’s taxable assessed value is up one percent.
At first glance, Mayor Torrance Harvey is pleased with the spending plan in a city that for many previous years had been in financial distress.
“This financial picture is amazing to what it was 10 or 15 years ago,” he said.
There is even more good news for city residents and businesses. There will be no increase in sewer or sanitation rates and a three percent increase in the water rate.
