President Donald Trump announced a new round of senior White House personnel changes Thursday, naming Ben Moss as assistant to the president and White House staff secretary while Will Scharf prepares to become the administration’s next White House counsel.
Moss will take over the staff secretary position effective Sept. 2, Trump said, following Scharf’s selection for the White House counsel post.
The transition also comes as current White House Counsel David Warrington prepares to leave the position effective Sept. 1.
Trump praised both Moss and Scharf while announcing the changes, highlighting Moss’ legal background, prior government service and work in the administration.
“I am pleased to announce that, effective September 2nd, Ben Moss will become Assistant to the President and White House Staff Secretary, replacing our new White House Counsel, Will Scharf,” Trump said.
Scharf has served as staff secretary and will now move into the counsel’s office.
“Will did a truly outstanding job as Staff Secretary, and will no doubt be an amazing White House Counsel,” Trump said. “Ben has been tremendous as Deputy Staff Secretary and, before that, as Policy Director to the Vice President.”
Moss’ promotion follows several roles within Republican government and legal circles.
Trump said Moss began his government career as general counsel to JD Vance while Vance served in the U.S. Senate.
Before that, Moss worked as a law clerk to a federal appeals court judge and practiced law in the private sector.
“Ben started in Government as General Counsel to JD Vance in the United States Senate, after serving as a Law Clerk to a Highly Respected Federal Appeals Court Judge, and a lawyer in private practice,” Trump said.
Trump also pointed to Moss’ academic background at the University of Chicago Law School.
“He was a top student at the University of Chicago Law School, one of the best Law Schools in the Country and, more importantly, he is a Patriot who loves our beautiful Country,” Trump said.
The president concluded his announcement by expressing confidence in Moss as he moves into one of the White House’s central coordinating positions.
“He will do a great job as Staff Secretary. Congratulations Ben! President DONALD J. TRUMP,” Trump said.
Trump also shared the personnel announcement through a Truth Social post.
The staff secretary plays a major role in the flow of documents, policy material and presidential decision-making inside the White House, helping manage information that reaches the president and coordinating materials across senior staff.
Moss’ advancement from deputy staff secretary provides continuity within that operation as Scharf shifts into the White House counsel position.
Scharf’s promotion and Warrington’s departure mark another change among the administration’s senior legal advisers, while Moss’ appointment fills the staff secretary vacancy without bringing in an outside replacement.
The changes are scheduled to occur in quick succession, with Warrington stepping down Sept. 1 and Moss assuming his new responsibilities Sept. 2.
