CITY OF NEWBURGH – A 34-year-old New Windsor man was arrested Wednesday night after police said he fled from officers while riding an all-terrain vehicle through city streets and Downing Park.

Newburgh police said officers observed the ATV being operated on Farrington Street at about 8:30 p.m. Aug. 13. When officers attempted to stop the vehicle, the operator allegedly drove recklessly, failed to stop at stop signs and violated other traffic laws.

Police said officers activated their emergency lights, but the operator failed to stop and fled. The ATV continued through city streets and Downing Park before the operator drove the wrong way on Johnston Street, according to police.

The operator eventually stopped near 161 Johnston St., where police said he abandoned the ATV and attempted to hide in nearby backyards. Officers located and arrested the man, identified as Edwardo Moreno Jr.

The 2013 Honda ATV was impounded.

Moreno was issued several traffic tickets and charged with unlawful operation of an ATV under Newburgh City Code, second-degree obstructing governmental administration and reckless driving under state Vehicle and Traffic Law.
