President Donald Trump announced Thursday that his Board of Peace has reached an agreement for the complete disarmament of Hamas and other armed organizations operating in Gaza, describing the deal as a major step in implementing his 20-point Gaza peace framework.

The agreement is expected to move forward in phases, with Israeli forces withdrawing as disarmament is carried out and an International Stabilization Force working alongside a new Palestinian police force to assume responsibility for security inside Gaza.

Axios reported that Hamas is expected to sign the agreement in the coming days, citing multiple sources familiar with the negotiations. Israeli officials, however, were described as “highly skeptical” that Hamas will ultimately surrender its weapons as required.

Trump introduced the Board of Peace, which he heads and chairs, as part of the 20-point Gaza Peace Plan he unveiled last September. Under the arrangement announced Thursday, Gaza would eventually be administered by a new Palestinian government working with the Board of Peace.

The announcement comes after the collapse of the ceasefire and renewed fighting between Israel and Hamas in Gaza. Earlier this week, video showed Israeli forces conducting an airstrike on a mosque in Gaza City. The Israel Defense Forces said the mosque was being used as one of Hamas’ “weapons storage facilities.”

Trump first summarized the agreement in a Truth Social statement, saying the disarmament process would be directly linked to the withdrawal of Israeli forces and the introduction of a new security structure in Gaza.

“Today, the Board of Peace reached a HISTORIC agreement for the COMPLETE DISARMAMENT of Hamas and all other armed groups in Gaza. This is a monumental step toward lasting PEACE and SECURITY,” Trump said.

“This is a major milestone in the implementation of the Trump 20-Point Plan. The agreement will be carried out in carefully structured phases. As disarmament is completed, Israeli forces will withdraw, and the International Stabilization Force will work with a new Palestinian police force to take responsibility for Gaza being safe for its residents and its neighbors.”

According to Axios, Israeli forces would initially withdraw to the “Yellow Line” inside the Gaza Strip. Any additional withdrawal would depend on Hamas completing the required disarmament.

A source involved in the negotiations said the structure of the agreement protects Israel by making further steps conditional on Hamas complying with its obligations.

“This is a good deal for Israel because it takes care of the Gaza problem,” the source said. “If Hamas cheats, everything stops, and Israel will not have given up anything.”

Trump issued a longer statement Thursday evening outlining the agreement, the planned transition of authority in Gaza and the role of international mediators:

“Today, the Board of Peace reached a HISTORIC agreement for the COMPLETE DISARMAMENT of Hamas and all other armed groups in Gaza. This is a monumental step toward lasting PEACE and SECURITY.

This agreement is a critical step towards Gaza finally being governed by a new Palestinian government that will work closely with the Board of Peace to help the Palestinian people. At the same time, Israel will have the security it deserves, with Gaza no longer used as a base for terror attacks.

This is a major milestone in the implementation of the Trump 20-Point Plan. The agreement will be carried out in carefully structured phases. As disarmament is completed, Israeli forces will withdraw, and the International Stabilization Force will work with a new Palestinian police force to take responsibility for Gaza being safe for its residents and its neighbors.

One year ago there was a violent raging war, humanitarian crisis and hostages kept in brutal captivity. We have made historic progress and there is still much work to do.

I want to thank the mediators—Egypt, Qatar, and Türkiye—for their important efforts, and especially my outstanding team, whose tireless work made this historic breakthrough possible.

The threat that emerged from Gaza on October 7 will NOT be allowed to rebuild!

Under this agreement, Gaza will finally be in the hands of a new Palestinian government that serves its PEOPLE.

CONGRATULATIONS TO ALL ON THIS AMAZING DEVELOPMENT, THAT EVERYBODY SAID COULD NEVER BE ACHIEVED!

DONALD J. TRUMP
President of the United States of America”

The agreement would therefore connect three major elements of Trump’s Gaza plan: disarmament of Hamas and other armed factions, phased Israeli military withdrawals and the transfer of day-to-day security responsibilities to an international stabilization force and a newly established Palestinian police force.

Hamas’ expected signature would represent the next step in the process, but implementation would depend on whether the group follows through on the disarmament requirements. Under the reported terms, further Israeli withdrawals would stop if Hamas failed to comply.

The announcement remains a developing story as the parties move toward the expected signing and implementation of the agreement.
