Hamas has started dissolving its government in the Gaza Strip under the terms of President Donald Trump’s peace plan with Israel, beginning a transition that is expected to shift governing authority to a technocratic body.
The move began with the resignation of the head of Gaza’s Emergency Committee, according to a report by The Jerusalem Post. The resignation clears the way for the National Committee for the Administration of Gaza to begin taking over the functions of government in the enclave.
Hamas said “technical and professional staff” will remain in place during the transition to maintain services and continuity for Gaza residents.
Trump’s Board of Peace, which was established to oversee the peace process and Gaza’s reconstruction, responded to the dissolution of the Emergency Committee by saying it would begin work to address “the critical needs of the people of Gaza.”
The board said the transition must follow the governance and security framework laid out in the peace plan.
“Decisions must be comprehensive with respect to the requirements as set out in the Roadmap for advancing governance, security, and transition in Gaza,” it said.
The board also said it expected ongoing talks to define the practical steps needed for the National Committee for the Administration of Gaza to take full authority.
“We look forward to the successful conclusion of discussions on this Roadmap, including on the implementation mechanisms necessary to enable the National Committee for the Administration of Gaza to assume full governing authority,” the board said.
The Board of Peace said the transfer must give the new committee independent authority over administrative and governance matters.
“A genuine transfer of authority must enable the NCAG to exercise its mandate independently, including taking the administrative and governance decisions entrusted to it,” the board concluded.
Meetings are expected to take place in Cairo between U.S. officials and Palestinian representatives as the transition process moves forward.
