The White House budget office has instructed federal agencies to account for taxpayer-backed funding connected to 49 nongovernmental organizations, opening a review that includes immigration, civil liberties, racial justice and transgender advocacy groups.

The Office of Management and Budget asked agencies to provide records covering fiscal years 2024 through 2026 by May 29, according to a May 13 budget data request cited in a Daily Caller News Foundation report. OMB officials plan to review the submissions June 5.

The request seeks a broad accounting of federal money flowing directly or indirectly to the named organizations.

“Agency responses should include all grants (including grants then provided as subcontracts or subgrants to other entities), cooperative agreements, loans, contracts (including subcontracts), and other monetary awards (awards or subawards) in the total amounts,” the budget data request states.

Groups named in the request include the American Civil Liberties Union, the Aspen Institute, the Southern Poverty Law Center, the Tides Center, Lutheran Immigration and Refugee Service, the Minneapolis Foundation, Transgender Equity Consulting and The TransLatin@ Coalition.

The Aspen Institute, described by InfluenceWatch as left-leaning, says on its website that it drives “change through dialogue, leadership, and action to help solve the greatest challenges of our time.” Before the New York Post published its October 2020 Hunter Biden laptop story, the think tank hosted a September 2020 “tabletop exercise” for Twitter and Meta executives involving a similar scenario, the Daily Caller previously reported.

“We have not been asked to provide any information and we are transparent about our funding, the vast majority of which does not come from the federal government,” Aspen Institute spokesperson Jonathan Purves told the Daily Caller News Foundation.

The Southern Poverty Law Center describes itself as “a catalyst for racial justice in the South and beyond.” The provided material says the group was indicted for allegedly funneling millions of dollars into “informants” inside extremist organizations, including the Ku Klux Klan and the Aryan Nation. The Daily Caller reported in April that several paid informants were alleged to have been key organizers within those groups.

The Tides Center and affiliated entities received nearly $38 million from the federal government in 2024, according to a Daily Caller report cited in the submitted material. The report said much of the funding supported advocacy related to abortion access, affirmative action and sex-change procedures. The same outlet also reported that Tides-linked groups helped bail migrants out of immigration detention facilities.

OMB’s request also names organizations involved in transgender advocacy, including Transgender Equity Consulting and The TransLatin@ Coalition.

The list also includes organizations tied to refugee and immigrant services in Minnesota. Lutheran Immigration and Refugee Service Inc., now known as Global Refuge, and the Minneapolis Foundation are among the organizations named in the request.

“Global Refuge has helped resettle refugees in Minnesota for decades alongside its community and faith-based partners,” the organization said in a January press release criticizing the Trump administration’s crackdown on Somali migrants in Minnesota.

The Minneapolis Foundation awarded grants to organizations serving Somali families, businesses and artists in Minnesota, according to an April foundation announcement.

The OMB review comes as the Trump administration examines federal spending on outside organizations and seeks agency-level details on how taxpayer funds have been distributed through grants, contracts, loans, cooperative agreements and subawards.
