Directorate of Public Grievances Directs Authorities to Examine Allegations Raised by Councillor Uddesh Naik Dessai

CUNCOLIM: The controversy surrounding administrative functioning at the Cuncolim Municipal Council (CMC) has taken a fresh turn after the Directorate of Public Grievances, Government of Goa, officially forwarded a complaint seeking the immediate suspension or transfer of Cuncolim Chief Officer Shri Vimod Dalal.

The representation was submitted by Cuncolim councillor Uddesh Bhiku Naik Dessai and was reportedly routed through the office of the Governor of Goa before being forwarded for necessary action. The Directorate of Public Grievances instructed the Department of Personnel and the Directorate of Municipal Administration to examine the grievance and submit an Action Taken Report within 15 days.

The official communication, dated April 22, 2026, was signed by Deputy Director (Public Grievances) Vipul Parsekar.

Series of Complaints and Administrative Disputes

The latest development follows a series of complaints and disputes linked to the functioning of the Cuncolim Municipal Council in recent months.

Documents submitted by Uddesh Naik Dessai reportedly include allegations concerning municipal administration, council functioning, and issues linked to local governance matters.

One of the documents also details a complaint lodged before the Sub-Divisional Police Officer regarding an alleged incident during a special council meeting. In his complaint, Dessai alleged that he was threatened inside the council chamber by individuals who entered during discussions related to the municipal budget and Shigmotsav matters.

According to the complaint, the councillor claimed that aggressive behaviour and threats were directed toward him during the proceedings, raising concerns about the safety of elected representatives during official meetings.

Shigmotsav Committee Controversy

Documents attached to the representation also refer to deliberations surrounding the constitution of the Cuncolim Shigmotsav Committee 2026.

Council records indicate that the earlier proposed committee was set aside and a new committee was constituted directly under the authority and supervision of the Cuncolim Municipal Council, with Uddesh Naik Dessai appointed as President.

The resolution stated that the move was aimed at ensuring transparency, accountability, and proper management of the cultural event.

The representation also reportedly includes references to the ongoing controversy over a proposed fish meal manufacturing unit in Cuncolim.

Attached court records from the Bombay High Court at Goa show that the Goa State Pollution Control Board was directed to reconsider an application after granting an opportunity of hearing to all interested parties.

The court order observed that the petitioners had not been given an adequate opportunity to present their case before the Pollution Control Board.

Illegal Construction Complaints

Additional municipal documents attached to the complaint relate to alleged illegal structures near the IDC-WRD canal area in Cuncolim. Municipal inspection reports and show-cause notices indicate that complaints were filed regarding structures allegedly constructed without council approval.

Authorities Yet to Respond

As of now, no official statement has been issued either by the Cuncolim Municipal Council administration or by Chief Officer Vimod Dalal regarding the allegations and the representation submitted before the Government.

The matter is expected to be examined by the concerned government departments following directions from the Directorate of Public Grievances.
