Congressional investigators examining the CCP-linked Singham Network are now focusing on a Washington legal organization whose leadership, property holdings, and activism overlap extensively with the same Marxist-aligned groups under federal scrutiny.

A Washington-based activist law firm representing organizations tied to the Neville Roy Singham network is now drawing heightened attention from congressional investigators after records revealed extensive operational and organizational overlap between the firm and multiple Marxist groups at the center of a House Republican probe into alleged Chinese Communist Party-linked influence efforts in the United States.
The House Ways and Means Committee disclosed earlier this month that organizations associated with the Singham Network responded to congressional oversight inquiries through attorneys connected to the Partnership for Civil Justice Fund (PCJF) and attorney Andrew D. Herman.
According to a Just the News report, The committee’s investigation centers on allegations that nonprofit groups linked to Singham — a former U.S. software executive now residing in Shanghai — received funding routed through financial structures that obscured the original source of donations while promoting causes aligned with Chinese state interests.
The PCJF responded to Chairman Jason Smith, R-Mo., on behalf of The People’s Forum, while the organization and Herman jointly answered inquiries tied to BreakThrough News. Herman also reportedly represented Tricontinental: Institute for Social Research, another organization connected to the network.
Investigators have increasingly focused on the role played by a downtown Washington property located at 617 Florida Avenue NW, an address used repeatedly over the years by the ANSWER Coalition and the Party for Socialism and Liberation (PSL) for organizing meetings, protests, recruitment events and political activities. The same address is also the official location of the Partnership for Civil Justice Fund.
Property records reviewed by investigators identify PCJF leaders Mara Verheyden-Hilliard and Carl Messineo as owners of the building.
House Republicans argue the overlapping leadership, addresses and financial sponsorships demonstrate an interconnected activist infrastructure tied to the Singham Network, which GOP lawmakers have spent years attempting to investigate through congressional hearings, subpoenas and requests for Justice Department scrutiny.
In a letter to the PCJF, Smith wrote that the committee’s concerns stem from “the financing of The People’s Forum and its relationship to Neville Roy Singham, a former United States technology executive now residing in Shanghai with documented CCP affiliations.”
Smith stated that “more than $20 million flowed to the organization from Mr. Singham and his wife between 2017 and 2022 – channeled through shell companies and donor-advised funds that, by design, obscure the true source of contributions.”
The chairman added that investigators are examining “whether the current legal standards governing tax-exempt status adequately account for this type of foreign-aligned funding arrangement.”
The committee previously held a hearing examining foreign influence operations involving American nonprofits, where Smith said lawmakers had “worked tirelessly to unravel the Singham-CCP network.”
The investigation has also highlighted longstanding relationships between the PCJF and activist organizations tied to anti-war demonstrations, anti-Israel protests, anti-ICE organizing campaigns and pro-Palestinian activism nationwide.
The ANSWER Coalition repeatedly used the Florida Avenue property as a gathering point for organizing activities, according to archived webpages, protest permit filings and public event notices. The group’s donation pages also directed contributions to the same address through the Progress Unity Fund, which serves as ANSWER’s fiscal sponsor.
The Progress Unity Fund has also served as fiscal sponsor for Pivot to Peace, an anti-war organization opposing U.S. confrontation with China.
The Network Contagion Research Institute reported that ANSWER Coalition and the Progress Unity Fund shared organizational overlap with the Party for Socialism and Liberation.
Congressional investigators also documented repeated collaboration between PCJF leaders and organizations inside the Singham Network.
Verheyden-Hilliard participated in events hosted by Tricontinental and The People’s Forum, while also joining activities tied to the pro-China organization Pivot to Peace.
The same network has been connected to anti-ICE demonstrations, anti-Israel encampments, protests involving Mahmoud Khalil and opposition campaigns targeting Trump administration military actions involving Iran and Venezuela.
House Republicans have repeatedly urged the Justice Department to investigate potential Foreign Agents Registration Act violations tied to the Singham Network while also asking the IRS to reconsider the tax-exempt status of several organizations linked to the activist network.
The House Oversight Committee also voted this year to subpoena Singham directly regarding the financing and operations of the broader network.
The PCJF has publicly criticized President Donald Trump and promoted ANSWER Coalition protests opposing U.S. military actions against Iran. In one statement posted online, the organization declared: “Trump’s statement that ‘a whole civilization will die tonight never to be brought back again’ is a call for genocide against 93 million people in Iran.”
The organization added: “All those who effectuate these war crimes and atrocities are war criminals themselves under the laws enshrined after Nuremberg.”
Meanwhile, Singham-linked groups have continued dismissing congressional scrutiny as politically motivated.
In a social media statement previously highlighted by investigators, The People’s Forum argued that Republican inquiries represented “a larger effort by Republicans and other right-wing forces in Congress to criminalize and demonize Palestinian, Muslim-American, and anti-war organizations.”
