Brazil’s government is set to roll out a fresh wave of measures aimed at tackling rising household debt, as President Luiz Inácio Lula da Silva confirmed that a new program will be officially announced on Monday. The initiative builds on earlier efforts introduced in 2023 and reflects growing concern over the financial strain facing millions of Brazilians.
In a pre-recorded national address, the president explained that the updated program, known as Novo Desenrola Brasil, will give citizens a renewed opportunity to restructure their debts under more favorable terms. The plan is designed to make repayment more manageable by offering significantly reduced interest rates, smaller monthly installments, and extended repayment timelines.
According to the details shared, interest rates under the scheme will be capped at 1.99%, providing relief compared to the much higher rates often associated with consumer credit. In addition, borrowers could benefit from substantial discounts on their outstanding balances, with reductions ranging from 30% to as much as 90%, depending on individual circumstances and negotiations.
To further support repayment, participants in the program will be allowed to access up to 20% of their funds from the FGTS, a worker-managed severance fund typically reserved for specific financial needs such as housing or unemployment. This provision is expected to give many households immediate liquidity to settle or reduce their debts.
The scope of the program is broad, covering a wide range of common financial obligations. These include credit card debt, personal loans, and student loans—areas that have significantly contributed to the rise in household indebtedness across the country in recent years.
In a notable move aimed at addressing one of the underlying drivers of financial distress, the government also plans to introduce behavioral restrictions. Individuals who enroll in the program will be prohibited from accessing online betting platforms for a period of one year. Authorities have identified online gambling as a growing factor in household debt accumulation, and this restriction is intended to encourage more responsible financial habits during the recovery period.
The initiative highlights the administration’s broader effort to stabilize household finances, stimulate economic activity, and prevent vulnerable citizens from falling deeper into debt cycles. As the official launch approaches, many will be watching closely to see how effectively the program delivers relief and restores financial confidence among Brazilian families.
