A proposed congressional map advancing through Virginia’s legislature would shift the state’s delegation from a 6-5 split to a 10-1 Democratic advantage if finalized before the November elections.

Virginia lawmakers have moved forward with legislation that would significantly reshape the state’s congressional map, advancing a proposal that would expand Democrats’ current 6-5 edge in the commonwealth’s U.S. House delegation to a 10-1 advantage.
Both chambers of the Virginia legislature advanced the redistricting plan on Tuesday, according to The Hill. Under the legislative process, each chamber must now pass the other’s version of the proposal before the measure can be sent to Gov. Abigail Spanberger, a Democrat, for signature.
If enacted, the revised map would substantially alter the partisan balance of Virginia’s congressional representation ahead of the upcoming midterm elections.
Supporters of the proposal say the effort is intended to counter mid-decade redistricting moves undertaken by Republican-led legislatures in states such as Texas and Missouri. Virginia Democrats have argued that adjusting district lines now would help level the electoral playing field before voters head to the polls in November.
In parallel with the legislative process, Democrats are pursuing a referendum that would allow voters to decide in April whether the legislature may temporarily conduct mid-decade redistricting. Approval of that ballot measure would clear the path for implementation of a new congressional map prior to the November election.
However, a local judge recently ruled that the referendum cannot be held in time to affect the November midterms. Virginia Democrats have appealed that decision, seeking to reinstate the timeline necessary for voters to weigh in before the election cycle advances further.
The redistricting effort in Virginia reflects broader activity across multiple states. Maryland lawmakers are considering a new congressional map that would favor Democrats, while Florida officials are pursuing redistricting proposals aimed at strengthening Republican prospects.
The outcome of Virginia’s legislative process and pending legal challenges will determine whether the proposed 10-1 configuration takes effect in time for the midterm elections.
