A counterterrorism analyst says recent confrontations with federal immigration agents in Minnesota are being celebrated by radical groups promoting territorial control and violence against political opponents.

Radical left-wing activists protesting Immigration and Customs Enforcement operations are increasingly embracing rhetoric that supports “armed militancy” and territorial control, according to a new watchdog report warning of an escalating threat environment in the United States.

The assessment, released by the Center for Security Policy and first reported by the Daily Caller News Foundation, centers on the resurfacing of an anarchist manifesto outlining how to “build an insurgency in the US” and calling for the “complete annihilation” of political enemies. The document, originally published in October, has reappeared on radical blog sites amid ongoing protests against ICE in Minnesota, according to the report.

Kyle Shideler – Anarchists Call for Solidifying Gains Expanding Violent Insurgency Final by yourNEWS Media

The manifesto, hosted on anarchist platforms and archived online, aligns with broader online discourse that praises recent confrontations between protesters and federal agents in Minneapolis, the report states.

“Despite potential ideological reservations in some quarters, while difficult to quantify, an observation of anarchist and anti-fascist social media accounts does seem to suggest that support for armed militancy has increased steadily,” counterterrorism analyst Kyle Shideler wrote in the report. “This support includes a growing cadre of firearms trainers and armed organizations [around the country] with an explicitly revolutionary leftist orientation.”

Shideler added that media attention on such groups has intensified following high-profile violence, including the assassination of Charlie Kirk and attacks on ICE detention centers and police facilities.

According to the report, the manifesto’s author criticizes so-called “ICE Watch” groups that track and record immigration agents, as well as anti-Israel encampment protests, describing them as merely “reactive.” Instead, the author argues for what is described as “a way to win the war against humanity waged by the US government,” calling for long-term insurgency strategies.

One proposed tactic involves seizing and controlling portions of U.S. territory, an approach Shideler compared to recent anti-ICE road blockades erected in Minneapolis. During those protests, activists used debris to slow traffic, checked drivers’ license plates, and attempted to deter ICE vehicles, actions that the report says escalated into violence, including the assault of a Daily Caller News Foundation reporter.

“The author is ultimately unapologetic that the goal is to use force to seize and control territory in a balkanized United States, from which they will eliminate their political opponents,” the report states.

The manifesto’s language explicitly advocates violence against ideological adversaries. “The ideologically hardened right wingers are essentially enemy combatants,” the author wrote. “Whether they are currently active is not so much a question. If allowed to remain in a territory, they may be or could become agents of the counterinsurgent.”

“They must be thoroughly disabled and removed from liberated territories,” the manifesto continues. “It is important to begin considering how to deal with these factions from the perspective of an abolitionist movement. Complete annihilation is essential.”

The report concludes that the rhetoric and tactics emerging around anti-ICE protests reflect a broader shift among some radical left-wing factions toward openly insurrectionary goals, with Minnesota’s recent unrest serving as a testing ground for strategies centered on confrontation, territorial control, and violence.
