Amid the escalating tension inside Iran and mass-killing, the European Union has officially labeled Iran’s Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization.

This long-awaited step comes after years of hesitation and intense debates within the 27-member bloc, driven by the Iranian regime’s brutal crackdown on protests that have resulted in thousands of civilian deaths.

EU Foreign Ministers Unite Against IRGC Violence

EU foreign ministers convened and agreed to add the IRGC to the EU’s list of terrorist organizations. This move directly responds to the regime’s deadly suppression of widespread protests in Iran, where repression has escalated dramatically. The designation marks a significant shift in Europe’s stance toward Tehran, aligning the EU with countries like the United States, Canada, and Australia, which have already classified the IRGC as a terrorist entity.

EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, who also serves as Vice-President of the European Commission, emphasized the gravity of the decision. She stated, “Repression cannot go unanswered… Any regime that kills thousands of its own people is working toward its own demise.” This quote underscores the EU’s condemnation of the IRGC’s role in internal repression and destabilizing activities abroad.

The Dramatic Development

For years, the EU faced internal roadblocks to this designation. France, the last holdout among the member states, reversed its opposition on January 28, 2026, clearing the way for unanimous approval. Countries like Germany and the Netherlands had long advocated for the move, citing the IRGC’s involvement in human rights abuses at home and terrorist plots across Europe, including cyber operations, surveillance, and assassination attempts.

The decision follows a European Parliament resolution earlier in January 2026, which called for the IRGC to be designated a terrorist organization amid reports of over 12,000 civilian deaths in the ongoing protests—though official estimates cite thousands killed in the clampdown. Human rights experts, including seven UN specialists, have urged action against Iran’s authorities for these atrocities.

Global Alignment and Implications for Iran

This EU action brings Europe in line with international partners:

  • United States: Designated the IRGC in 2019 under the Trump administration.
  • Canada and Australia: Followed suit, recognizing the group’s role in global terrorism.
  • Middle East Allies: Bahrain and Saudi Arabia have also labeled the IRGC as terrorists.

The terrorist label is largely symbolic but carries real consequences — including asset freezes, travel bans, and restrictions on funding for IRGC-linked entities.
