The UK and France have signed a declaration of intent to deploy troops in Ukraine if a peace deal is reached with Russia, Prime Minister Sir Keir Starmer announced after talks with Kyiv’s allies in Paris. The move marks one of the clearest commitments yet by European powers to provide long-term security guarantees for Ukraine in the event of a ceasefire.

Starmer said the agreement would allow the UK, France and partner nations to establish military hubs across Ukraine to deter future Russian aggression. French President Emmanuel Macron later said that thousands of troops could be deployed as part of a multinational force. The proposed presence would aim to secure Ukraine’s skies and seas and help regenerate its armed forces.

Allies also broadly agreed that the United States would take the lead in monitoring any truce, with London confirming it would participate in a US-led verification mission. However, critical issues—most notably territory—remain unresolved.

Russia has repeatedly warned that any foreign troops stationed in Ukraine would be considered a “legitimate target,” though Moscow has yet to formally comment on the Paris announcements. Russian forces currently occupy around 20% of Ukrainian territory following President Vladimir Putin’s full-scale invasion in February 2022.

US officials struck a cautiously optimistic tone. Top negotiator Steve Witkoff said allies were close to finalising security protocols to ensure the war ends “forever,” while President Donald Trump’s special envoy Jared Kushner emphasised the need for “real backstops” to prevent renewed conflict.

Ukrainian President Volodymyr Zelensky welcomed what he called a “huge step forward,” but stressed that any agreement would only be meaningful if it brought a definitive end to the war. He acknowledged that today’s milestone does not guarantee peace and that Russian cooperation remains essential.

Negotiators offered few details on where a future ceasefire line might be drawn or what would happen to territory occupied by Russian forces—questions that remain deeply contentious for Ukrainians. With winter conditions worsening and fighting continuing, Zelensky faces mounting pressure to balance the promise of international guarantees against the painful compromises a peace deal may require.
