Ukrainian President Volodymyr Zelenskyy announced on Wednesday that Ukraine and the United States have reached alignment on key principles for the country’s post-war reconstruction, following talks with senior U.S. officials and financial leaders.

The discussions, which included former White House adviser Jared Kushner, U.S. Treasury Secretary Scott Bessent, and BlackRock CEO Larry Fink, centered on an economic framework that ties future recovery directly to security guarantees.

“The principles of the economic document are completely clear and we are fully aligned with the American side,” Zelenskyy stated. “An important common principle is that for reconstruction to be of high quality and economic growth after this war to be tangible, real security must be at the core.”

Zelenskyy was joined at the meeting by Prime Minister Yulia Svyrydenko, other Ukrainian officials, and high-ranking military officers. He noted that two primary agreements cover defense and economic matters.

Framework and Key Points

The current 20-point framework is a refined version of an initial proposal, which has been amended to remove terms seen as unfavorable to Ukraine. While details remain under negotiation, previously discussed elements have included:
* Constitutional blocks on NATO membership.
* Limitations on the size of Ukrainian armed forces.
* Provisions for potential EU accession.
* A U.S.-Ukraine co-investment fund for strategic resources like rare earth elements, oil, and gas, with a share of future earnings directed toward reconstruction.

Diplomatic Context and Mediation

Jared Kushner has played a central mediating role, engaging in talks with Russian President Vladimir Putin in Moscow earlier this month before meeting with the Ukrainian delegation. Negotiations have occurred in Geneva, Florida, and Moscow, with the U.S. acting as intermediary between the warring parties.

European allies remain cautious, advocating for a peace that does not amount to Ukrainian surrender. This comes as the U.S. administration encourages greater European defense investment and resource partnerships.

Top officials from Britain, France, and Germany met with U.S. leadership on Wednesday, describing it as “a critical moment” in the peace process. A meeting of the “Coalition of the Willing” nations supporting Ukraine is scheduled for Thursday.

Path Forward

Zelenskyy recently held a “long and substantive” phone call with Kushner and envoy Steve Witkoff. Ukraine plans to present a revised peace outline to the United States shortly, emphasizing compromise on territorial issues.

While Putin has viewed the Moscow talks positively, he acknowledged challenges remain, particularly regarding the status of disputed regions. The negotiations continue without direct encounters between Russian and Ukrainian delegations.
