Ukrainian leader says steps must be “doable” as discussions expand to security and reconstruction.

Ukrainian leader Vladimir Zelensky announced Wednesday that he is developing a 20-point peace plan, describing it as a “fundamental document” outlining potential steps to end the conflict and rebuild Ukraine’s post-war future.
The statement followed an economic meeting with U.S. officials, where Zelensky discussed reconstruction and long-term investment. “The 20 points for ending the war form a fundamental document. We are actively working on the key steps — they must be doable,” he said in remarks shared on X.
Zelensky said the framework will generate two additional agreements: one on security guarantees with the United States and another on economic recovery and joint investment. He added that discussions are being led by Rustem Umerov, Ukraine’s defense minister.
The 20-point blueprint builds on the White House’s 28-point plan introduced in November and is intended to align with U.S. and European efforts to coordinate Ukraine’s post-war reconstruction.
Zelensky said Kyiv and Washington are “fully aligned” on the economic principles and that a detailed action plan will follow. He added that European partners will also participate in reconstruction.
Any proposal, he noted, will ultimately need to be acceptable to Russia for it to bring the war to a close.
