WHITE PLAINS – A 32-year-old Port Chester man has been indicted on charges of murder and endangering the welfare of a child in connection with the death of his ex-girlfriend.
Justin Bartley is accused of killing Rose Berline Philippe, his 32-year-old former girlfriend at the Days Inn by Wyndham in Elmsford on November 2, 2025. At the time of the crime, their two-year-old son was present at the time.
District Attorney Susan Cacace said the victim was also a new mother.
In 2022, Bartley pled guilty to attempted criminal possession of a weapon and driving while intoxicated in Rockland County Court as part of a separate case and was subsequently sentenced to five years’ probation.
The investigation into the homicide was conducted by the FBI’s Safe Streets Task Force, Elmsford Police, the Westchester Department of public Safety and county District Attorney’s Office.
