KINGSTON – The Kingston City Land Bank is proposing its first new-construction project, a development of five affordable townhomes containing 10 total residential units at 46 Grand Street.

The project will include five owner-occupied units and five rental units, marketed locally to households earning no more than 80% of the area median income.

The development was submitted to the Kingston Planning Board and is expected to be discussed at its Nov. 16 meeting.

Three of the owner-occupied units will feature private rooftop decks. The project will also include two accessible homes: one designed for people with mobility impairments and another for people with vision impairments. Both will have private rear-yard spaces.

The development will include six on-site parking spaces, shared outdoor pathways, green space and a raised deck. Individual units will have private rear porches, backyards or rooftop decks with views of the Catskill Mountains.

The property was formerly the site of the Grand Slam bar, which the city took for back taxes in 2015. In June 2024, the city issued a request for redevelopment proposals, and the Common Council selected the land bank’s plan.

The land bank also recently completed renovations of two neighboring single-family homes at 488 Hasbrouck Ave. and 52 Grand St., selling them to first-time homebuyers as affordable housing.

Founded in 2018, the Kingston City Land Bank works to preserve affordable housing and return distressed properties to productive use.

Board Chairman Aron Chilewich said expanding the organization’s work into new construction will help accelerate its efforts to provide affordable homeownership opportunities.

Ward 5 Councilmember Teryl Mickens said the project addresses an immediate need for affordable homeownership in the community.
