Fresno will not renew Flock, but still wants ALPR cameras

Up until this last year, I've never known our prior license
plate reader company to ever have a challenge or a problem
with data that's been accessed by agencies that were unauthorized.
So this is something I would say is very unique to the Flock system.
And as you can see by the data that was shared
by Chief Castillo how effective these cameras
have been in helping our officers to solve violent crime,
recover stolen vehicles,
and identify dangerous individuals that are roaming around in our city.
And so I do not want the community to lose sight of that.
These are effective law enforcement technology tools.
But we have to be confident as a local jurisdiction
that the technology we are using
It's operating in a manner that it was designed
to and that the necessary safeguards are in
place to protect the rights and privacies of citizens.
And although Flock is a great investigative tool,
there's no question, it is very apparent
that the safeguards that they have put
in place have not proven to be effective.
Although Flock has made modifications
to prevent unauthorized access in the future,
The reliability of these safeguards are a real question for us
as a city and so as a result the city of Fresno will not be renewing
its contract with Flock when it expires in February of 2027. As such,
We will be seeking another license plate reader vendor
and that will be able to meet our operational needs
and while at the same time providing the necessary safeguards to ensure
the technology is being used appropriately and is not being accessed
by unauthorized agencies, especially those outside of California,
which as I said earlier is a clear violation of California law.
