Police: Monticello man charged in fatal hit-and-run

Police have arrested Carlos Gutierrez of Monticello in connection with a fatal hit-and-run in Sullivan County. The victim, 81-year-old Ronald Cates, a former village trustee and member of the Woodridge Fire Department, was killed outside Village Hall before the suspect fled the scene.
