Houston apartment air conditioning ordinance being considered

The Houston City Council is considering an ordinance to eliminate a loophole that allows landlords to use screened windows instead of air conditioning to cool rental units. If passed, landlords would have 90 days to install cooling systems capable of maintaining a temperature 20 degrees lower than the outdoors or 80 degrees, whichever is warmer.
